LUCID is Germany's packaging register (Verpackungsregister), run by the Stiftung Zentrale Stelle Verpackungsregister (ZSVR), in which every producer of packaging registers free of charge before first making packaging available in Germany. Registration rests on section 6 of the Verpackungsrecht-Durchführungsgesetz (VerpackDG), in force since 12 August 2026, and registered producers update their registration data by 12 November 2026.

LUCID is also Germany's register of producers under the EU Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, which applies directly since 12 August 2026. The sections below cover who registers, the 2026 deadlines, the four steps from registration to data reports, the cost, the public register and the consequences of missing registration.

What Is the LUCID Packaging Register?

The LUCID packaging register is the German register of producers under Article 44 of the PPWR, designated by section 6(6) of the VerpackDG and operated online at lucid.verpackungsregister.org. The ZSVR keeps the register as register authority under § 6(6) and § 54(1) No. 4 VerpackDG. LUCID is a public register, not a dual system, and the ZSVR is a foundation, not a ministry.

How long has LUCID existed? LUCID has been in operation since 1 January 2019, under the former Packaging Act (VerpackG), and registration has covered all packaging types since 1 July 2022. The ZSVR reported over 1,000,000 registrations from more than 160 countries as of 9 April 2024. Nearly 750,000 of these were first-time registrations made since January 2022, and more than 400,000 of those came from China.

Who runs LUCID? The Zentrale Stelle Verpackungsregister (ZSVR)

LUCID is run by the Stiftung Zentrale Stelle Verpackungsregister (ZSVR), a foundation under civil law in Osnabrück vested with sovereign tasks under section 54(1) of the VerpackDG. The name translates as Central Agency Packaging Register. Under the VerpackDG, other organisations for producer responsibility and producers of non-system packaging pay a levy to the ZSVR in equal parts per producer (§ 51(1), (3)). Three features define the ZSVR's role for LUCID registrants.

  • Legal form and seat: a civil-law foundation vested with sovereign tasks, seated in Osnabrück (§ 54(1) VerpackDG).
  • Supervision: the Umweltbundesamt (German Environment Agency) exercises legal and technical supervision over the ZSVR.
  • Tasks: the ZSVR keeps LUCID as the Art. 44 register (§ 6(6)), approves producers of non-system packaging (§ 19) and confirms each authorised representative named at registration (§ 5(5)).

Who Must Register in LUCID?

Every producer of packaging registers in LUCID, meaning the manufacturer, importer or distributor that first makes packaging available on the German market, or that unpacks it there, as defined in Article 3(1), point (15) of the PPWR (German: Hersteller). The German PPWR text uses "Erzeuger" for the manufacturer of Article 3(1), point (13), so a Hersteller in LUCID is the producer. The definition applies irrespective of the selling technique, including distance contracts. The five producer cases of point (15) are listed below.

  • Point (a): a producer established in Germany that first makes transport, service or primary production packaging available in Germany.
  • Point (b): a producer established in Germany that first makes other packaged products available in Germany.
  • Point (c): a producer established in another member state or a third country that first makes transport, service or primary production packaging available in Germany directly to end users.
  • Point (d): a producer established in another member state or a third country that first makes other packaged products available in Germany directly to end users.
  • Point (e): a producer established in Germany that unpacks packaged products without being the end user, unless another person is the producer under points (a) to (d).

Producers under points (a) to (d) register before first making packaging available, and producers under point (e) register before unpacking (§ 6(1) VerpackDG).

Do small sellers have to register in LUCID?

Yes: there is no minimum quantity below which a producer is exempt from registration, so a small online seller registers like any other producer. The PPWR contains no de minimis exemption from registration, and the VerpackDG adds none. Producers under 10 t of system-participation packaging in the previous year file one annual data report by 1 June instead of running reports (§ 9(2) VerpackDG). At EU level, producers under 10 t per calendar year in a member state file the lighter report of Annex IX Part B, point 2 (Article 44(8) of the PPWR). E-commerce shipping packaging is always subject to system participation, according to the ZSVR. The EU reliefs for the smallest companies are covered under PPWR rules for micro-enterprises.

Do foreign sellers need LUCID registration and an authorised representative?

Yes: a producer without an establishment in Germany registers in LUCID itself and, since 12 August 2026, must also appoint one authorised representative (Bevollmächtigter) in Germany before first making packaging available, under section 5(2) of the VerpackDG. The duty covers both cases of Article 45(3) of the PPWR: producers selling directly to German end users from another member state or a third country, and third-country producers. The ZSVR states that no exemption is possible, and the role is no longer voluntary as it was under § 35(2) VerpackG.

The EU basis in Article 45(3) is explained on authorised representative for EPR under the PPWR. This EPR representative is a different role from the optional product-compliance representative of Article 17 of the PPWR. Three German conditions shape the mandate.

  • Who qualifies: one authorised representative per producer, with a seat or branch in Germany (§ 5(4) VerpackDG).
  • Mandate form: a written mandate in German, with the German version binding; the ZSVR confirms the naming and the representative confirms in LUCID (§ 5(4), (5)).
  • What stays with the producer: LUCID registration and data reports, which cannot be delegated (§ 5(1)); the ZSVR notes that the appointment is not free and publishes no amount.

These rules cover the German and EU duties only, not the seller's home-country rules.

When Must Producers Register in LUCID, and What Are the 2026 Deadlines?

Producers register in LUCID before first making packaging available in Germany, and the VerpackDG adds two transition deadlines: 12 September 2026 for newly obliged producers and 12 November 2026 for updating existing registrations. The 12 September 2026 date in § 68(2), sentence 3, applies to producers obliged under § 6 VerpackDG that were not obliged under § 9 of the former VerpackG. The 12 November 2026 date in § 68(2), sentence 2, applies to the update of registration data under § 6(1), sentence 2. The six dates below run in chronological order.

Date Obligation Who Legal basis
12 August 2026 VerpackDG in force; authorised representative mandatory All producers; producers without a German establishment Art. 8(7) of the Act of 13 July 2026; § 5(2) VerpackDG
12 September 2026 Register in LUCID Producers newly obliged under the VerpackDG § 68(2), sentence 3, VerpackDG
12 November 2026 Update registration data Registered producers § 68(2), sentence 2, VerpackDG
12 February 2027 German fines for PPWR breaches apply Economic operators § 66(2), § 68(17) VerpackDG
15 May 2027 Completeness declaration for 2026 Producers at or above the § 10(4) thresholds § 10(1), § 68(5) VerpackDG
1 June each year Annual data report Producers under 10 t in the previous year § 9(2) VerpackDG

The German fines for PPWR breaches under § 66(2) apply from 12 February 2027 (§ 68(17) VerpackDG), while the national offences of § 66(1) apply since 12 August 2026.

The EU dates behind these German deadlines are listed with every PPWR application date and deadline.

What changed for LUCID registration on 12 August 2026?

The VerpackDG replaced the Packaging Act (VerpackG) on 12 August 2026, so LUCID registration now rests on section 6 of the VerpackDG and LUCID became the register of producers for the PPWR in Germany. The VerpackDG is Article 1 of the Act of 13 July 2026 (BGBl. 2026 I Nr. 207), published on 17 July 2026, and Article 7 of the same Act ended the VerpackG at the end of 11 August 2026. Three changes followed for registrants.

  • Legal basis: registration now rests on § 6 VerpackDG, with § 9 of the VerpackG cited only as the former rule.
  • Register authority: the ZSVR keeps LUCID as the register under Art. 44 PPWR (§ 6(6) VerpackDG).
  • Authorised representative: producers without a German establishment name their representative at registration, and the ZSVR confirms it (§ 5(5)).

The new act is explained paragraph by paragraph under VerpackDG: Germany's PPWR implementation act.

How Does LUCID Registration Work, from Registration to Data Reports?

LUCID registration is the first of four connected duties, and the LUCID registration number links each later step to the same producer. The four steps run in the order below.

  1. Register in LUCID with the ZSVR before first making packaging available in Germany (§ 6(1) VerpackDG), naming an authorised representative where the producer has no German establishment (§ 5(2)).
  2. Join one or more dual systems for household and comparable packaging before making it available, giving the material, the mass and the LUCID registration number (§ 7 VerpackDG).
  3. Report the same packaging data to the ZSVR under § 9 VerpackDG, or file one annual data report by 1 June where the previous year's quantity was under 10 t (§ 9(2)).
  4. File the completeness declaration (Vollständigkeitserklärung) by 15 May (§ 10(1)) at or above 80 t of glass, 50 t of paper, board and carton, or 30 t of other materials (§ 10(4)).

Can a service provider register in LUCID for the producer?

No: registration under section 6 and the data reports under section 9 of the VerpackDG cannot be delegated to third parties (section 5(1), sentence 2), and this applies to the authorised representative as well. The ZSVR describes LUCID registration as a personal duty of the producer. The authorised representative is named by the producer at registration, the ZSVR confirms the naming and the representative confirms its role in LUCID (§ 5(5)).

What is the LUCID registration number?

The LUCID registration number is the identifier the ZSVR issues to a registered producer, which the producer gives to its dual system and which online marketplaces collect to check registration. Each system participation under § 7 VerpackDG states the material, the mass and this number. Under Article 45(4) of the PPWR, online platforms collect the producer's registration information for the consumer's member state before allowing it to sell. The public register of the ZSVR lists the registered producers.

Does LUCID Registration Cost Anything?

No: registration in the LUCID packaging register is free of charge ("Für die Registrierung fallen keine Kosten an", ZSVR). Article 44(11)(d) of the PPWR allows member states to charge cost-based and proportionate registration fees, and LUCID charges none. Three other cost items sit around registration.

  • Free: registration in LUCID and its updates, including the update due by 12 November 2026.
  • Charged by other parties: participation fees of the dual systems for household and comparable packaging (§ 7 VerpackDG), and the authorised representative mandate, which the ZSVR states is not free.
  • Charged by the ZSVR later: the § 19 approval for producers of non-system packaging, needed after 31 December 2027 (§ 68(9)), is chargeable; the ZSVR publishes no fee amount as of 24 October 2026.

How Can You Check Whether a Company Is Registered in LUCID?

The ZSVR publishes registered producers in a public register at oeffentliche-register.verpackungsregister.org, where anyone can check whether a company is registered in LUCID. Article 44(13) of the PPWR requires each national register to offer a public, free, machine-readable, sortable and searchable list, and the LUCID public register is the German one.

How long does a producer stay listed? Under section 6(4) of the VerpackDG, the published data is deleted 3 years after the end of the year in which the registration ends. Fulfilment service providers use the same check: under § 13(4) VerpackDG they may not provide services for producers that are not properly registered.

What Happens to Producers Not Registered in LUCID?

A producer not registered in LUCID may not make packaging available in Germany, as Article 44(4) of the PPWR bars making packaging available or unpacking it where the producer or its authorised representative is not registered in that member state. Three consequences follow in Germany.

  • No making available: under Art. 44(4) PPWR the producer's packaging may not be made available or unpacked in Germany.
  • Fulfilment service providers: § 13(4) VerpackDG bars services for producers that are not properly registered, and Art. 45(7) and (8) PPWR require them to check the registration information given at contract and to suspend services if it is not corrected.
  • Online platforms: under Art. 45(4) PPWR, platforms collect the producer's registration information and a self-certification before allowing the producer to offer packaged products to German consumers.

Their EU duties are covered under online marketplaces and fulfilment service providers under the PPWR.

Section 66(3) of the VerpackDG sets three fine tiers of up to EUR 200,000, EUR 100,000 and EUR 10,000, with the PPWR offences of § 66(2) applying from 12 February 2027. Which tier applies to a missing registration is a question to check with the competent authority.

How Does LUCID Fit into the PPWR Producer Register Rules?

LUCID is how Germany meets Article 44 of the PPWR, which requires a register of producers in every member state where packaging is first made available. Section 6(6) of the VerpackDG designates the ZSVR as register authority, so the LUCID registration is the German registration under Art. 44 PPWR. Deposit, fines and the other national rules are summarised under PPWR in Germany: packaging EPR and producer register.

The EU register format is not yet in use. The Art. 44(14) PPWR implementing act on the register format was due by 12 February 2026 and is not adopted as of 24 October 2026, so the 18-month period of Art. 44(1) has not started. The Art. 44(7) annual report is due by 1 June for each full preceding calendar year; how it is filed in Germany follows national law and the LUCID register until the Art. 44(14) implementing act applies. Two further EU rules frame national registers: a registration number within at most 12 weeks of a complete application (Art. 44(11)(b)) and removal 3 years from the end of the calendar year in which registration ends, where the producer ceased to exist (Art. 44(12)). The EU register and report contents are covered under PPWR producer registration and reporting.

The PPWR has applied in all 27 member states since 12 August 2026. Registers, fees and producer responsibility organisations across the EU are explained under EU packaging EPR under the PPWR.

Is LUCID registration the same as licensing packaging with a dual system?

No: LUCID registration is the producer's registration with the ZSVR, while system participation (often called licensing) is a contract with one or more of the 10 dual systems listed by the ZSVR as of 24 October 2026. The producer gives its LUCID number in each participation (§ 7 VerpackDG). Choosing and changing a dual system is covered under system participation in Germany.

Does LUCID registration cover other EU member states?

No: under Article 44(2) of the PPWR a producer registers in each member state where it first makes packaging available, so LUCID covers Germany only. The national registers are compared under PPWR in the 27 member states.

Is the German authorised representative duty suspended by the EU omnibus proposal?

No: as of 24 October 2026 the section 5(2) duty applies, as COM(2025) 982 is only a proposal; the European Parliament voted amendments and referred the file back to committee on 20 October 2026. The proposal would suspend Article 45(3) of the PPWR until 1 January 2035, and § 5(2) VerpackDG stays binding until an amending act is adopted.
