PackagingRegulation.org is an independent English reference on the EU Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, published by the PackagingRegulation.org Editorial Team. It is not affiliated with the European Commission, any Member State authority or any producer responsibility organisation, and every fact traces to a named primary source.

The Regulation entered into force on 11 February 2025 and applies generally from 12 August 2026 (Art. 71 PPWR). Readers who place packaging or packaged goods on the EU market can start with the overview of the PPWR, the EU Packaging and Packaging Waste Regulation, and its main dates.

Every date, target and article reference on this site is checked against a named primary source; see our methodology and fact-checking. This reference explains the rules; it is not legal advice for an individual case.

Who Publishes PackagingRegulation.org?

PackagingRegulation.org is published under its own brand, and every page carries the byline "PackagingRegulation.org Editorial Team", its publication date and, after a change, the date it was updated. The editorial address is editorial@packagingregulation.org. The site names no individual author and does not claim that experts wrote or reviewed its pages. Its content is compiled from named primary sources, listed below.

Which Primary Sources Does PackagingRegulation.org Use?

Every fact on PackagingRegulation.org comes from a primary source: the Regulation and its acts from EUR-Lex and the Official Journal, Commission guidance from the Commission, the legislative stage of proposals from the European Parliament's Legislative Observatory (OEIL), and national law from gazettes, competent authorities and registers. How both Commission documents are read is explained in PPWR guidance and FAQ.

Source Used for Instrument and reference
EUR-Lex and the Official Journal The act, articles, annexes, dates, delegated acts Regulation (EU) 2025/40, OJ L, 2025/40, 22.1.2025; Delegated Decision (EU) 2026/429
European Commission Guidance and FAQ, both non-binding Commission Notice C/2026/3084 (OJ C, 10.6.2026); the Commission's PPWR FAQ (non-binding)
OEIL Stage of amending proposals COM(2025) 982, procedure 2025/0395(COD); COM(2026) 590, procedure 2026/0265(COD); both proposed
National gazettes National implementing acts and national EPR rules gesetze-im-internet.de (VerpackDG, in force since 12 August 2026); Légifrance (AGEC law, loi n° 2020-105 of 10 February 2020)
Competent authorities and registers Registers, register numbers, authority roles Stiftung Zentrale Stelle Verpackungsregister (LUCID register); ADEME (SYDEREP register, identifiant unique)

Where Commission guidance or the FAQ differs from the Regulation, the Regulation is followed. The two amending proposals are written as "proposed", with stage and date, and never as law: COM(2025) 982 and COM(2026) 590 are pending as of 24 October 2026. A statement that a Commission act is not adopted carries its "as of" date.

Dates and stages are rechecked against these sources whenever one changes. How every date and article reference is sourced is set out in our fact-checking methodology.

Is PackagingRegulation.org Independent, and How Is It Funded?

Yes: PackagingRegulation.org is not affiliated with the European Commission, any national authority, any producer responsibility organisation or any compliance provider, and no company pays for a mention or a ranking. The site is funded by matching readers who ask for help with independent providers: compliance consultants, EPR authorised representatives, multi-country EPR services, testing laboratories and compliance software.

Providers are named by type only and are never named, ranked or linked in the content, and no provider has been chosen as a partner of the site. Bodies are named only where a legal act designates them or an authority approves or licenses them, with the instrument. The site carries no advertising vendors and no analytics vendors, and the rules on independence and naming bodies are set out in our editorial policy.

No: PackagingRegulation.org explains what Regulation (EU) 2025/40, its acts and the national rules require; it does not decide whether a rule applies to a specific product or company. A case-by-case question goes to the competent authority of the Member State concerned. Commission guidance and the FAQ are non-binding readings.

How Does This Page Connect to Corrections, Contact and Privacy?

Three pages complete this one: the editorial policy for corrections, the contact page and the privacy policy.

How are corrections and updates handled?

Readers can report an error to editorial@packagingregulation.org, and a corrected page shows the date of the correction. Pages are rechecked when the Commission adopts a PPWR act, a proposal changes stage or a national act changes, and dated changes will be listed in PPWR news.

How corrections are made and dated is set out in the editorial policy on corrections.
